I think many people became confused and don’t remember TARP was started as George Bush Jr. was leaving office.

The end of TARP is a seminal moment for the Obama administration, which has been tarred by a program it largely inherited from the Bush administration. The administration, with little success, has spent the past year trying to change public perception of the program, continually lowering its loss estimates associated with the bailout and factoring that into lower deficit projections. Many lawmakers defeated in their primaries were felled by their 2008 TARP votes.
